On 26th of November, Advancing Together (AT), as implementing partner of UNHCR, the UN Refugee Agency, organized a roundtable on reintegration challenges of Roma, Ashkali and Egyptian communities with special focus in the municipalities of South Mitrovicë/Mitrovica, Gjakovë/Đakovica, Ferizaj/Urosevac, Gjilan/Gnjilane and Obiliq/Obilic.

Participants discussed the issues related to the measures undertaken to advance the education of Roma, Ashkali and Egyptian communities, access to social housing, legalization of buildings without permit, informal settlements and procedures for allocation of municipal immovable property for special cases.

At the roundtable were present Deputy Minister for Communities and Return, officials from central and local level institutions, representatives of international organizations, civil society and community representatives.

On 20 November 2018, Kosovo Ombudsperson with the aim of marking the World Children’s Day, met children of elementary schools of Prishtinë/Priština, Gjakovë/Đakovica, Prizren, Gjilan/Gnjilane, Ferizaj/Urosevac, Pejë/ Peć and Fushë Kosovë/Kosovo Polje municipality.

There have participated also four children of voluntary returnee families. Advancing Together in coordination with UNHCR, the UN Refugee Agency supported attendance of the children of the returnee families.

The children had the opportunity to ask questions or raise their concerns related to Children’s Rights in Kosovo.

On October 25, 2018 in Brekoc/Brekoce village, Gjakovë/Djakovica municipality, Advancing Together (AT) witnessed replacement of 56 bulbs in two main roads of the village, which is a result of municipal quick response towards concerns of the Roma and Egyptian raised at the Community Outreach meeting organized by AT and supported by UNHCR, the UN Refugee Agency. The project will increase security and safety level of residents, which is mainly inhabited by Roma and Egyptian community members.

On 23rd and 24th of October, first coordination meeting took place in Gjakove/Djakovica and Istog/Istok municipalities between stakeholders and municipal institutions, organized by ROMACTED Programme in cooperation with the respective ROMACTED Municipal Contact Persons.The meeting aimed to establish co-ordination, co-operation and interaction at local level in projects and activities related to the Roma community between relevant stakeholders and municipal institutions.

On October 17, 2018, Advancing Together (AT), in cooperation with Ferizaj/Urosevac municipality, supported by UNHCR, the UN Refugee Agency, organized Community Outreach meeting in village Dubravë/Dubrava, Ferizaj/Urosevac.
Discussed topics included issues related to the identified problems and challenges that communities’ in this village faces, such as inadequate infrastructure, property, education and social issues.
Participants of the meeting included: Municipal Deputy Mayor for Communities, Advisor for Communities to municipal Mayor, official from Directorate of Health and Social Welfare, Municipal Office for Communities and Return (MOCR) and Roma and Ashkali community members.

On October 17, 2018 Advancing Together (AT) with ROMACTED Programme visited The Idea Partnership NGO office in Janjeve/Janjevo village – Lipjan/Lipljanje municipality. The Idea Partnership representative gave an overview of the Roma community situation in the village and activities/support they are offering to them. ROMACTED also meet with Roma representative in the village to present the Programme but also hear the possibilities of cooperation. Few issues were raised from the side of the community. Inclusion of the Roma community from Janjeve/Janjevo within ROMACTED Programme is considered from both sides

On September 28, 2018 Advancing Together (AT) had the pleasure to host UNHCR Kosovo Chief of Mission and discuss about the re-integration challenges of minority voluntary returnees and creative solutions for the next program year.

On September 26, 2018, Advancing Together (AT) as UNHCR, the UN Refugee Agency, implementing partner, participated in the handover ceremony of 17 social housing apartments in Stan Tërg/Stari Trg, Mitrovicë/Mitrovica. This facility was funded by the Ministry of Labor and Social Welfare, while land was allocated by the municipality of Mitrovicë/Mitrovica.
From this project have also benefited three Albanian internally displaced families from North Mitrovicë/Mitrovica, who were legally assisted by AT throughout the selection process.

On September 11, 2018 AT together with Municipal Deputy Mayor of Gjakovë/Djakovica witnessed cleaning of illegal garbage dump site in the vicinity of Ali Ibra/Kolonia settlement, mainly inhabited by Roma, Ashkali and Egyptian communities, including returnee community. A private recycling company responded on voluntary basis to municipal call to clean the area with heavy machinery and work force.
It should be noted that on 6th of September 2018, at the Community Outreach meeting organized by AT, supported by UNHCR, the UN Refugee Agency, inhabitants of Ali Ibra/Kolonia settlement presented as a great concern tons of garbage piled in their vicinity, posing health risks to the community, especially to the children passing by on their way to school.
The inhabitants highly appreciated quick municipal response, as well as, Advancing Together (AT) role on this issue.

On September 6, 2018, Advancing Together (AT) supported by UNHCR, the UN Refugee Agency, in cooperation with Gjakova/Djakovica municipality at the “Community Centre” in Ali Ibra/Kolonia settlement, organized Community Outreach meeting.
Discussed topics included issues related to the identified problems and challenges that communities’ faces in this settlement, such as inadequate infrastructure, property and housing issues and the problem of public safety.
Participants of the meeting included: Deputy Mayor, Department of Public Services and Infrastructure, Director of the Directorate for Protection and Rescue, Municipal Office for Communities and Return and Roma, Egyptian and Ashkali community members.

Advancing Together (AT), in coordination with UNHCR, the UN Refugee Agency, continues with the psycho-social activities for children and parents belonging to Roma, Ashkali and Egyptian communities. On 28th and 29th of August 2018 this exercise took place in Ali Ibra/Kolonia settlement, Gjakovë/Ðakovica and neighborhood 028, Fushë Kosovë/Kosovo Polje.
A short documentary prepared by Advancing Together (AT) has been shown, conveying messages on importance and power that education has in changing their life. Prevention from school dropouts, early marriages and exploiting in different types of labour that children of Roma, Ashkali and Egyptian communities are facing have been the main issues addressed in these sessions.
Psychologist engaged and present in both activities provided advises and suggestions to the children in different subject areas.

On 24th and 27th of August 2018 Advancing Together (AT) in coordination with UNHCR, the UN Refugee Agency, organized psycho-social educational activity for children and parents belonging to Roma, Ashkali and Egyptian communities in settlement Dubravë/Dubrava, Ferizaj/Urosevac and Roma Mahala, Mitrovicë/Mitrovica South municipality.

On August 15, 2018 Advancing Together (AT) and UNHCR, the UN Refugee Agency, met with Municipal Deputy Mayor and Coordinator for Sustainable Return of Gjakovë/Đakovica and discussed issues and challenges that communities are facing in the village Brekoc/Brekoce and neighborhood Ali Ibra in this municipality.
After the meeting, all together visited village Brekoc/Brekoce and with its inhabitants discussed these topics and the options of their resolution.

 

On July 27th, 2018, Advancing Together (AT), in cooperation with Gjakova/Djakovica municipality at the “Community Center” in Brekoc/Brekovc, organized 3rd Community Outreach meeting, supported by UNHCR, the UN Refugee Agency.

Discussed topics included issues related to the identified problems and challenges that communities’ faces in this settlement, such as inadequate infrastructure, property and housing issues and the problem of public safety.

Participants of the meeting included: Deputy Mayor, Department of Public Services and Infrastructure, Municipal Office for Communities and Return and Roma, Egyptian and Ashkali community members.

 

On July 19, 2018, Advancing Together (AT), in cooperation with Obiliq/Obilić municipality at the youth centre in Plemetin/Plemetina, organized Community Outreach meeting, supported by UNHCR, the UN Refugee Agency.
Discussed topics included issues related to the identified problems and challenges that communities’ faces in this village, such as inadequate infrastructure, property and housing issues and situation of the families accommodated in two Social Housing Buildings (SHB) located in this village.
Participants of the meeting included: Deputy Mayor and Deputy Mayor for Communities, Director of Health and Social Welfare, Director of Public Services and Emergency, Municipal Human Rights Officer, Head of Municipal Office for Communities and Return (H/MOCR) and Roma and Ashkali community members.

On April, 23rd, Advancing Together (AT) hosted the ROMACTED National Team, for the purpose of discussing the final preparation for the ROMACTED National Workshop in Ferizaj/Urosevac, which is to be held on April 27th, 2018. This activity is In line with the ROMACTED methodology as the Institutional Working Group (IWG) is established as well as the Community Action Group (CAG) in two beneficiary municipalities of Ferizaj/Urosevac and Lipjan/Lipljane.

 

 

 

 

On April, 17th, 2018, Advancing Together (AT) jointly with other Roma CSO from Western Balkans had the great opportunity to pay a visit to Roma Holocaust Memorial in Berlin and have a meeting with the Deputy Director of European Roma Institute for Arts and Culture. During the meeting, the parties agreed to involve the Western Balkans perspective into ERIAC.

 

On April, 16 to 19th,, 2018 Advancing Together (AT) jointly with its CSO partners in quest from Western Balkan was part of official visit to Germany.
The visit was organized by Central Council for Roma and Sinti enabling the Roma CSOs to visit the Ministry of Foreign Affairs, Federal Ministry for Economic Cooperation and Development and German Parliament. During their visit, CSOs had the opportunity to request from their interlocutors inclusion of Roma COSs in planning and implementation German policies and programs.

On February, 26, 2018 A field visit to Brestovik village in Pejë/Pec municipality by Advancing Together (AT), to collect relevant information from returnees, in order to provide legal assistance on property rights.

 

 

During December 2017, Advancing Together and UNHCR, the UN Refugee Agency in coordination with the Ministry for Communities and Return (MCR) organized the third round of Regional Coordination meetings for Peja/Peć, Mitrovicë/Mitrovica, Prishtinë/Pristina, Gjilan/Gnjilane and Prizren Region.

Topics of discussion were related to updates on Voluntary Returns, property issues within Skopje Process, education challenges of Roma, Ashkali, Egyptian communities and other issues related to the process of return and reintegration in Kosovo.

UNHCR, the UN Refugee Agency mission in Kosovo and its implementing partner Advancing Together (AT) organized second round of training in Graçanicë/Gračanica with the members of the Municipal Commissions for Monitoring Implementation of the Municipal Action Plans on displaced persons and durable solutions.

The training aimed to introduce the Municipal action plan and the areas of monitoring of its implementation as well as to agree on the reporting modality.

The training was attended by the commission members of 5 municipalities (Ferizaj/Uroševac, Graçanicë/Graćanica, Novobërd/Novo Brdo, Prizren and Fushë Kosovë/Kosovo Polje), Heads of Municipal Offices for Communities and Returns (MOCR) and representatives of the Ministry for Communities and Return (MCR).

 

At the end of September and beginning of October 2017, Advancing Together and UNHCR, the UN Refugee Agency in coordination with the Ministry for Communities and Return (MCR) organized the second round of Regional Coordination meeting in Prishtinë/Pristina, Prizren, Pejë/Pec, Mitrovicë/Mitrovica South and Gjilan/Gnjilane Region.

Topics of discussion related to developments on the Inter-Institutional Initiative on Durable Solutions for Displaced Persons from Kosovo (the “Skopje Process”) challenges on the systematization of the Municipal Offices for Communities and Return (MOCR) positions and other issues related to the process of return and reintegration.

25/03/2017  Bar(Montenegro); Singing MoU – Joint efforts Roma NGO’s for improvement inclusion of Roma in regional level.

Advancing Together (AT) continued jointly with UNHCR and Ministry for Communities and Return (MCR) to support Kosovo Municipalities in drafting of Municipal Action Plan (MAP) for Displaced Persons and Durable Solutions. In this regard, AT facilitated an Information Session on content of MAP to the municipality of Rahovec/Orahovac Working Group (WG). During the session all WG members showed their commitment to draft this document, which is of crucial importance to the displaced persons for return and their re-integration into Kosovo society.

 

17/March/2017 “All different, all equal before the law” is moto of the conference organized by Office for Good Governance, Human Rights, Equal Opportunities and Anti-Discrimination within the Office of the Prime Minister (March 17, 2017), launching awareness campaign for promotion of Law on Protection from Discrimination.

Advancing Together (AT) is strong supporter, standing alongside with this moto, contributing through direct involvement in this and similar events.

Advancing Together has signed a Memorandum of Understanding with Kosovo Ombudsperson aiming to establish a platform for close and efficient cooperation with regard to implementation of projects of Good Governance, Human Rights and other related fields. 

   

   

   

Advancing Together (AT) jointly with Ministry for Communities and Return (MCR) and UNHCR is supporting Kosovo Municipalities in drafting of Municipal Action Plan (MAP) for Displaced Persons and Durable Solutions. In this regard, the municipality of Novobërd/Novo Brdo has established its Working Group, comprised of different municipal departments engaged in the process of return and reintegration and held its first information session facilitated by AT.

During the meeting all working group members showed their commitment to draft this document which is of crucial importance to the displaced persons and their re-integration into Kosovo society.

 

Advancing Together (AT) is a pro-active part of various municipal forums throughout Kosovo that are responsible for return and reintegration processes. Jointly with Municipal Offices for Community and Return (MOCRs), Ministry for Community and Return (MCR), UNHCR and other actors involved, these forums are taking place in regular basis.  

Task Force (TF) meetings for interested to return (ITRs) applications, according to Needs Assessment (NA) field activity done in Serbia, were held few days ago in Prishtinë/Pristina and Lipjan/Lipljan municipalities. All actors involved in this process, in consecutive meetings, have reviewed more than 50 ITR applications in both municipalities.

07 March 2017 Advancing Together facilitated a meeting of Roma Political Parties, Roma Civil Society Organizations and Roma Activists of Kosovo in order to discuss the involvement of related actors in organizing the 8th of April for 2017 and Institutional response to Roma situation in Kosovo.

During the meeting with more than 20 representatives, it was consensually agreed to develop a Joint Declaration on the occasion of 8th of April (Roma International Day) addressing it to Kosovo Institutions and Diplomatic representatives as well as to International Organizations which are present in Kosovo.

22/11/2016 Let’s keep a clean environment! This ensures a healthier life and the neighborhood looks much better. Advancing Together (AT) has contributed with its advocacy activities on cleaning of the location in Nakëll/Naklo, in Pejë/Pec municipality. We talked with the regional waste company “Ambienti” in Pejë/Pec as well with the people in Nakëll/Naklo. An agreement has been achieved and the garbage was removed.

Nakëll/Naklo is a return location of some sixteen families, which were displaced for many years and who came back through several projects funded by international organizations and with the support of institutions.

18/11/2016- Advancing Together organized/held signing ceremony contact with 80 beneficiaries of the Program Roma Versitas for academic year 2016-2017.

Advancing Together (AT) provided its support to ten Kosovo Municipalities on the process of drafting the Municipal Action Plan (MAP) for Displaced Persons and Durable Solutions. In close coordination with all municipal departments, offered its expertise and advice during the process of finalizing of the MAP, which is an important document for each municipality. ADVANCING TOGETHER Roma Versitas KOSOVO & ALBANIA Cross border Cooperation

Based on the cross-border cooperation between Roma Versitas Kosovo and Albania, the above programs had the opportunity create space of inter-student socialization across countries and make them learn about each-other, combined with the fact of their own identity and formal way of gaining academic skills in academic writing.
Making the long story short; this is one of the first joint cross-border initiative which combines fun with learning!

Advancing Together (AT) and UNHCR met with Municipal Mayor of Mitrovice/Mitrovica South, Mr. Agim Bahtiri and Deputy Mayor of Klinë/Klina municipality Mr. Enver Berisha, including their respective representatives from Municipal Office for Communities and Returns (MOCR). 

The aim of the visit was to enhance return process through development of the Municipal Action Plans (MAP) for Internally Displaced Persons’ (IDPs) creating conditions conducive to return and durable solutions. The Mayors supported the initiative and agreed to establish multi-sectorial working group in order to draft MAPs.

The first training session was held in Prishtinë/Pristina with H/MOCRs from Mitrovicë/Mitrovica, Prishtinë/Pristina, Lipjan/Lipljane, Fushë Kosovë/Kosovo Polje, Obiliq/Obilič, Kamenicë/Kamenica and Gjilan/Gnjilane municipalities, while the second training session was held in Pejë/Peč with H/MOCRs from Pejë/Peč, Gjakovë/Djakovica, Klinë/Klina and Istog/Istok municipality.

14 May 2016- ADVANCING TOGETHER BECAME A REGIONAL NGO

Between 08-12 May 2016 the Advancing Together delegation from a Kosovo visited Albania and conducted series of meetings with Roma NGOs in order to formulate its strategic goals in Albania. The above mission is also in relation to the drafting its priority intervention in lieu of its branch office in Albania.

Advancing Together jointly with other members of the Platform of Civil Society Organizations and representatives of the Kosovo government discussed plans of Kosovo inclusion of Roma, Ashkali and Egyptian communities 2016-2020.

In the Roundtable participated representatives of the Prime Minister’s Office, relevant Ministries, different institutions, representatives of the Roma, Ashkali and Egyptian communities, civil society organizations and international organizations.

22.23/5/2016 Based on the cross-border cooperation between Roma Versitas Kosovo and Albania, the above programs had the opportunity create space of inter-student socialization across countries and make them learn about each-other, combined with the fact of their own identity and formal way of gaining academic skills in academic writing.

Making the long story short; this is one of the first joint cross-border initiative which combines fun with learning!
